Are they Idiots. Kamasutra, Bandit Queen & Sins all 3 got released in theatres. It was only Paanch which was not released.?

Bandit Queen released in Indian theaters and still you could get the dvds of the this movie in India, Kamasutra was released in Cinemas with adult certificate and also available on dvds and even showed on some English language channels in India and for rest of the movies i am not sure.
But i am assured in India, what is banned in Publically it is always available somehow if you know how much to pay for and where to pay for.
